A notary is a person of proven integrity appointed by the state to act as an impartial witness. A notary may not give legal advice. A notary may not recommend
nor provide a particular form or document to address or remedy a legal situation. A notary may not explain a legal document. A notary verifies the signer's identification, questions if the signer understands
the document, and witnesses the signing of said document.
Since 2000, Rick Phillips has been a Notary Public. He is commissioned and insured ($25k) in Oregon. He is a certified notary,
a member of the National Notary Association
and has passed a recent background check (January 2010).
Witness signing services are reasonably priced and available most hours and days. Documents may be electronically received and printed. He is experienced, prompt, reliable, courteous,
mobile and available for first, second and reverse residential mortgage and HELOC (home equity line of credit) documents, powers of attorney, and quit claim deeds in the Portland, Oregon area.
2010 Changes in Notary Regulations are described. Amendments to Section 1, ORS 194.515.(8)(a-f) outline
qualifying forms of acceptable identification. These went into effect on January 1, 2010.
